A serial killer is on the loose killing anybody that is a member of the notorious blood gang, in complex, subtle and twisted ways. The body count is rising fast in the Nations Capital. Chief Thomas of the D. C. police department, desperately needed some help, so he called the only detective that he knew could get the job done; Detective Lonnetta Waters. After being away from the D. C. police department for over a year, Lonnetta comes back to join her ex-partner Detective Wally Goodman. But, Lonnetta and Goodman discover that the killings may be linked to a notorious hitman that Goodman thought was in a jail cell doing hard time.
