Harvey Williams, a prominent marine biologist, comes to Pulpit Rock on a summer sabbatical, enticed by a hefty grant and the promise of directing an important research project. He soon discovers the project is a hoax apparently contrived to involve him in a cover-up of a deadly disease attacking local aquaculture fisheries.
