With the city of Rome, continuing to increase in numbers, there is all ways a need for more building, of ways, for the people to get from one place to another part of the city. Caesar decides that the, most needed improvement for the city, is to build a new bridge. To do this, Caesar is faced with the problem of having to raise taxes for money and the lack of new slaves to labor in the construction. After conferring with his advisers, Caesar decides that the best option is to start a war, plunder the conquered cities, and bring back their treasures to Rome, and use the captured people as slaves to do the work. To please the taxpayers, Caesar must find a hero from the battle whom the people can cheer and become "The Hero of Rome." Caesar can then reward the people's new hero.
