Engagement in e-commerce either B2B(Business-to-Business) or B2C (Business-to-Consumer) require agents to be able to exchange and process policy rules so as to conform to policy formulations of the parties involved. In this report, I show an approach in capturing location-based and time-based access control policies with application to business policy rules within the existing syntax of RuleML. An E-Procurement sourcing case study is implemented as a working prototype system for these policies using the deductive reasoning engine, OO (Object-Oriented) jDREW and RDFS ontology. The case study uses a propositional language built from first-order logic and temporal logic to build a model for the prototype specification.
