The 9/11 Review Commission began its review in 2013 at the FBI's request after Congress called for an appraisal of the Bureau's progress since the 9/11 Commission issued its recommendations in 2004. The Review Commission's report concludes that the FBI has "transformed itself over the last 10 years" and "made measurable progress building a threat-based, intelligence-driven national security organization." The Review Commission was tasked specifically to report on: An assessment of the progress made, and challenges in implementing the recommendations of the 9/11 Commission that are related to the FBI; An analysis of the FBI's response to trends of domestic terror attacks since September 11, 2001, including the influence of domestic radicalization; An assessment of any evidence not known to the FBI that was not considered by the 9/11 Commission related to any factors that contributed in any manner to the terrorist attacks of September 11, 2001; Any additional recommendations with regard to FBI intelligence sharing and counterterrorism policy.
